Comprehensive Plan Update Process Resumes

The process of updating the 2012 Comprehensive Plan is resuming after a hiatus of several months due to the COVID-19 Pandemic. One of the last major steps in the process was the posting of the First Full Draft of the Comprehensive Plan Update in October 2019 for Village residents and other stakeholders to review and submit comments. Several weeks after that, on October 24, 2019, a “Comprehensive Plan Summit” was held to discuss the First Full Draft (click here to view the LMC Media video recording).

During the the first half of this year, a Second Draft of the Comprehensive Plan Update was prepared. This draft reflects comments submitted about the First Full Draft of the Comprehensive Plan Update. The comments have been organized into a table that includes a column with responses to each comment. This table will be posted to this website along with an updated version of the Second Draft in mid-September.

Note: The following timeline is being revised. We will post an updated timeline as soon as the dates are selected (posted on August 6, 2020).

The following is a timeline of recently-accomplished and upcoming activities:

Monday, June 22: BOT (Board of Trustees) WORK SESSION. NV5 (Consultant) to provide update on the comprehensive update planning process. (Click here to view the LMC Media video recording).

Friday, June 26: NV5 submits Second Draft of Comprehensive Plan Update to BOT.

Monday, July 13: BOT WORK SESSION. BOT provides feedback/comments on Second Draft.

Thursday, July 16: NV5 produces an updated Second Draft and posts it to for public comment. Create link from Village website.

Thursday, August 6: Public comment period for updated Second Draft of Comprehensive Plan Update ends.

Monday, August 10: BOT WORK SESSION. Discuss comments received. Start SEQRA EAF process.

Friday, August 21: NV5 produces Final Comprehensive Plan Update and submits it to BOT, circulates to Land Use Boards and Committees.

Monday, September 14: BOT WORK & REGULAR SESSION. Approve Final Comprehensive Plan Update for public review/comment and circulate to Land Use Boards and Committees. Post to and create link from Village website. Review SEQRA Findings.

Monday, October 5: Public comment period for Final Comprehensive Plan Update ends.

Monday, October 12: BOT PUBLIC HEARING. Consider Final Comprehensive Plan Update for adoption.

Draft Plan Completed

The following are several questions you might consider while reviewing this draft:

1. Do the recommendations/strategies within the draft plan substantively address each of the updated Vision Statements that are listed on page 12?

Update on the Comprehensive Plan Update

During the past year, the Village Board of Trustees has been involved in discussing the Moratorium Study and deliberating over changes in the Village’s regulations pertaining to multi-family residential development. Last month, the Village BOT adopted PLL-C 2019, a slate of rezoning proposals that reduces the potential of multi-family development in certain parts of the Village, retains it in others, and institutes policies to ensure the production of affordable housing units integrated into market-rate developments. During this time, the process of drafting the Comprehensive Plan Update continued, but any further public and stakeholder engagement was put on hold. The last major public engagement event was the workshop held on September 27, 2018 (click here for more details and to download the workshop exhibits).

We are pleased to report that a preliminary draft of the Comprehensive Plan Update has been produced and is currently under review by the Planning Department. The next steps are to produce a revised version of the document and resume engagement with Village stakeholders, which includes posting a draft of the document online so residents and other interested parties can review it and provide the Planning Department with comments, questions, and suggestions.

Winter Updates

Since the September 27 workshop, the attention on the Comprehensive Plan Update has been on developing the content of its two special focus areas: Sustainability and Residential Neighborhood Character. The Committee for the Environment’s (CFTE’s) Sustainability Subcommittee has been working with the Planning Department team to prepare and review drafts of the Sustainability section of the plan, which will be shared with the CFTE and other relevant committees for comment. On the topic of Residential Neighborhood Character (which is broader than the name implies because it also involves environmental and fiscal matters), a partial working draft of the section has been produced, which will serve as the basis for a discussion with the Planning Board at the end of this month.
